Police practices and use of force expert witness with over 25 years of law enforcement experience, including leadership roles in Professional Standards and training. Former Lieutenant responsible for review and evaluation of use of force incidents, policy development, and internal investigations.

Provides expert analysis and testimony in civil litigation involving police use of force, tactics, training, and critical incident decision making. Experience includes depositions and court testimony, as well as consulting on case evaluation and incident review.

Background includes SWAT command, active shooter response, and oversight of less lethal and force-related programs.

  • Chair, NTOA Active Shooter Response Evaluative Standards Committee

  • NTOA Strategy Development Section Chair and Tactical Response and Operations Standards committee member.

  • Team leader for the CATO After Action Review Team, leading reviews of active shooter, hostage rescue, and officer involved shooting incidents in the United States and Europe.

  • Involved in 800+ high risk critical incidents, with incident command roles in crowd control events and large scale planned operations.
